The media blitz suggests one of the frustrations and challenges facing Adams, a hands-on mayor who has made a point of rushing to crime scenes.

He repeatedly invokes wartime analogies, saying generals must lead their troops from the front. Adams has also relied on the press to help amplify his message. Yet as of Wednesday morning, he had not answered questions on the latest shooting from much of the City Hall press corps.

During a Wednesday morning interview on Fox News, the mayor was asked if he had considered breaking COVID protocols to manage the latest crisis.

“I did,” Adams replied. “And those who know me are well aware that I want to be on the ground. I want to lead the city from the front. That is symbolic and it is substantive.”

“I would have been on the train today. I would have been on the train yesterday,” he added, before saying that he heeded the advice of his doctors.

Adams tested positive on Sunday after attending a flurry of events, including the Gridiron Club dinner in Washington, D.C. where more than 70 attendees were infected.

Prior to the shooting, Adams said he would be permitted to take part in outdoor events beginning on Friday, as long as he was masked.

He has now said he plans to ride the subway on Saturday while wearing a mask.

Asked about whether that conflicts with what the mayor said previously, Jonah Allon, a spokesperson said only, “He’ll continue to follow the guidance of his doctors.”

Dr. Jay Varma, a former top health adviser under Mayor Bill de Blasio, has recommended that anyone with COVID-19 not leave isolation until they have a negative antigen test or have waited at least 10 days from the time they tested positive.

Varma reiterated that advice when asked on Wednesday about the mayor’s decision to ride the subways later this week.

“If the mayor or anyone chooses to leave isolation, they should wear a mask that is both high-quality and well-fitting and wear it consistently and correctly any time they are sharing indoor air with others,” he told Gothamist. “Ideally, others sharing indoor air with them do the same.”

Recently, the folks at East Bay Community Energy got to thinking about expanding its services, the better to deliver on its mission: buying clean energy and transmitting it via PG&E infrastructure to communities across the East Bay.

With that in mind, the four-year-old not-for-profit public agency reached out to BlocPower, a Brooklyn-based company formed in 2014 that retrofits buildings in low-income communities with emission-reducing solar panels and other technology.

The result: a just-announced program for low-to-moderate income single-family households already served by EBCE, aimed at electrifying 60 homes in EBCE’s service territory. That includes installing clean heating, cooling and hot water systems, and electric appliances. The goal is to reduce indoor air pollution, improve health outcomes and boost both home values and the ability to withstand extreme weather events.

“Our hope is that we are wildly successful and we scale up the program very quickly,” says Nick Chaset, CEO of EBCE.

EMBC is providing $1.4 million of low-cost debt plus incentives in the initial phase to help homeowners fund the changes, to be paid back over 15 years. The electrification measures will include everything from heat pump water heaters to window treatments that improve air quality.

Bridging the Gap

The program will provide new applications for such equipment as ground source heat pumps, which are used to replace old furnaces, according to Chaset. “There hasn’t been as much emphasis by incumbent utilities on switching old gas appliances with new, electric ones,” he says. Gas furnaces are a major source of indoor air pollution, since they inefficiently burn natural gas and that combustion can impact air quality.

BlocPower customers usually experience 20% to 40% in savings, according to Grace Park-Bradbury, BlocPower’s general manager of the West.

Ultimately, the program aims to provide low-income residents with upgraded equipment typically requiring high up-front costs—stuff that only more-affluent homeowners can afford. According to Chaset, energy programs typically focus on such higher-income customers or give services away for free. But there are many lower-income home owners who can afford to pay their bills and need these upgraded systems. “We want to bridge that gap,” says Chaset.

BlocPower will figure out the most appropriate technology and come up with an affordable package, including EBCE incentives. It is working with local contractors to install and service the equipment. Potential users include EBCE customers who seem to have older appliances in their homes, as suggested by data analysis.

No Cookie Cutter

The approach is somewhat complex, since each home’s situation is unique. “It’s not like building new construction, where you can just replicate it on a cookie cutter basis,” says Chaset. For that reason, it’s hard to know how long the program will last before expanding to more homes. But Chaset hopes the current initiative will reveal insights into how best to engage with customers and turn them into participants.

Ultimately, says Park-Bradbury, the goal is to establish enough interest, “so we have another 600 homes and then another 6,000 and so on.”

Do Your Homework

The situation with COVID is constantly changing, so you need to do your research and stay up to date with your destination’s COVID outlook and current travel requirements.

• Transportation: If you are taking transportation other than a personal car, keep tabs on public transportation safety measures. While mask mandates may have lifted in many places, mass transit still requires a face covering (as of April 2022). 
• Lodging: Book lodging leveraging best practices such as enhanced cleaning procedures and contactless payment. Look for places that have taken measures to improve indoor air ventilation, including improved central air filtration, increased introduction of outdoor air and use of portable HEPA fan/filtration systems for air cleaning. 
• Activities: “Consider choosing outdoor activities with minimal crowds instead of crowded indoor places, particularly if you are traveling with a child too young to be vaccinated or someone who is at higher risk,” says Dr. Zuckerman.
• International Travel Advisories: If you are traveling internationally, keep an eye on the Center for Disease Control and Prevention’s travel recommendations for which countries to avoid. Stay up to date on entry and exit requirements to your destination country as well as the U.S. COVID vaccination and testing requirements vary by country, so check before you go.

Before You Go

• Pack smartly: Don’t forget to pack properly fitting masks, hand sanitizer that contains at least 60 percent alcohol and alcohol wipes.
• Check your vaccinations: Double check that you and all your loved ones are current with all of their vaccines—not just COVID-19. Don’t forget to bring proof of your COVID vaccination status if it is required for your travel destination. 
• Stay flexible: Be prepared to cancel plans if you’re sick or have been exposed. It can be hard to abandon a well-planned, fun trip, but if you’re sick, you need to stay home. If you’ve been exposed to COVID-19, delay until you receive your test results. 

“While we want to get on with our lives, COVID-19 is still a threat,” says Dr. Zuckerman. “We need to continue to be cautious and alert, but travel this summer is possible. It just might take some extra planning, precaution and creativity.”

“It matters more to people right now,” says Heming. “COVID is this immediate threat that has made air quality immediately relevant.”

That’s why she and other indoor air-quality experts say the Biden administration’s new National COVID-19 Preparedness Plan is a step in the right direction: It specifically highlights the need to help schools upgrade their ventilation systems for the long term, using funding from the American Rescue Plan Act.

Heming says in the past, it’s been hard to make a health case for improving air quality in schools, because the health impacts tend to be longer term. But a whole body of research shows the health and academic benefits are substantial – and go beyond COVID. When a room is better ventilated, influenza rates, asthma attacks and absenteeism go down, reading and math test scores go up. Less carbon dioxide builds up in a room, which helps students think more clearly.

“It’s well documented across all different countries and all different ages,” says Joseph Allen, director of the Healthy Buildings program at Harvard University. “We see benefits in kindergarteners, we see benefits in high school, we see benefits in college students and middle schoolers – every age group.”

Allen says understanding these long-term benefits of upgrading ventilation is vital, “because an investment right now is not just a short-term investment for COVID. If a school does this right, they can expect not only years, but decades of benefits to health beyond reductions in infectious disease transmission.”

And experts say those investments are desperately needed, because most U.S. schools are poorly ventilated to begin with. The average American school is over 45 years old, and many have HVAC systems that are outdated or need repairs, according to a 2020 report from the Government Accountability Office. Some schools are so old, they don’t even have mechanical ventilation systems.

“I don’t think a lot of people recognize that the design standards [that govern ventilation rates in schools and other buildings] are bare minimums. They were never actually set for health,” says Allen.

Carl Thurnau knows all too well just how bad deferred school maintenance can get. Several years ago, a classroom ceiling actually collapsed at a school in the City School District of New Rochelle, New York. That’s when the district recruited Thurnau, an engineer, to become its director of facilities to oversee a $106 million overhaul of buildings – a process that was already funded and in motion when COVID struck. That money meant the school district could quickly pivot to implement ventilation upgrades in response to COVID.

Having funding in place “is why we were able to get ahead of this – and in my opinion, stay ahead,” Thurnau says. But “there’s no doubt that districts with less financial resources are struggling to find the money to solve some of these problems.”

Ventilation and green building experts have been offering schools guidance on how to improve their air quality to reduce COVID risk since the early days of the pandemic, even before the Centers for Disease Control and Prevention acknowledged the virus could spread through the air. Broadly speaking, Allen says, the advice boils down to three major things: increasing the amount of outdoor air in a classroom; using higher-efficiency MERV filters in HVAC systems; and supplementing these measures with portable air cleaners with HEPA filters.

But two years in, it’s unclear how many schools have actually made these changes. That information isn’t tracked at the federal level, though some reports hint at the challenges schools have faced. What’s clear, says Allen, is that while a lot of schools have taken steps to improve ventilation, many others haven’t. “Some haven’t done the basic measures, the stopgap measures,” Allen says.

Heming says schools have been able to tap federal funds for ventilation upgrades since late December 2020, and the American Rescue Plan Act, passed in March 2021, made a lot more money – $122 billion – available to schools for this and other pandemic-related purposes.

So why have many schools been slow to act when it comes to indoor air quality? Last year, the Center for Green Schools published a survey of more than 47 school districts representing 2.5 million students in 24 states. The vast majority of them said they prefer to invest in long-term solutions rooted in revamping or replacing their HVAC systems.

But with so many old and outdated school buildings, Heming says “these strategies that schools need to use require that they do pretty major renovations.”

That kind of work takes many months to plan and contract. In many cases, she says, those plans are only being firmed up now. And a recent survey found many school districts are worried that they won’t be able to complete the work by a September 2024 deadline under the law, especially because of supply chain issues and labor and material shortages.

Stopgap measures like opening windows or using portable air cleaners really do work to improve indoor air quality, Heming says, but they can only take schools so far. For example, open windows aren’t realistic when outdoor temperatures are freezing, she says, and in humid regions, they can pull in more humidity, promoting the growth of mold.

And while many school districts have invested in stand-alone portable air cleaners, they come with their own headaches, says Heming: The units can be disruptively noisy and they need to be stored and maintained over time.

In general, she says, the school districts that were able to move quickest to improve their air ventilation and filtration in response to the pandemic were those that already had money available to upgrade their facilities, and in many cases, they’d already assessed their buildings and knew which ones needed work.

But there are some encouraging signs that more schools may be catching up soon. An analysis released in February by FutureEd, a think tank at Georgetown University, found that school districts already had plans in place to spend about $4.4 billion on HVAC updates, and if trends continue, that could reach nearly $10 billion. Another FutureEd analysis found that high-poverty districts are more likely to plan to use federal funds to upgrade aging ventilation systems.

The EPA’s Tracy Enger says interest in the agency’s guidance on indoor air quality for school has skyrocketed over the last year. “What we are seeing is this moment turning into a movement for improving indoor air quality in schools and creating healthier learning spaces,” she says.

Heming says she’s also optimistic, but her enthusiasm is tempered. She notes that the $122 billion of American Rescue Plan funds designated for schools has to pay for a host of pandemic-related needs – from hiring more staff to summer school programs – not just ventilation upgrades.
