The Minnesota Pollution Control Agency is recommending that a portion of an Andover neighborhood where contaminated well water was discovered last year be connected to the city’s municipal water system.

The recommendation outlined in a virtual meeting Thursday comes after the agency found high levels of the cancer-causing chemical 1,4-dioxane in private wells in the Red Oaks neighborhood.

Original sampling last summer showed about 40 wells primarily in an area east of NW. Quinn Street and north of 138th Avenue with concentrations of dioxane that exceed the Minnesota Department of Health’s values for safe drinking water, including one well testing at 2,200 times the value. Anything above 1 microgram per liter creates health concerns, according to a fact sheet produced by the Health Department.

A recently completed resampling of the wells showed no changes to the original results, the MPCA said.

The chemical 1,4-dioxane was used as a stabilizer for the chlorinated solvent that was often used for industrial purposes. Groundwater contaminated with the chemical is largely caused by the historical use and disposal of chlorinated solvents, the MPCA said.

Long-term exposure can present serious potential health risks. The primary way people are exposed is by drinking contaminated drinking water, the agency said.

“Connecting impacted residents to Andover’s municipal drinking water system will eliminate the pathway to exposure and ensure a suitable long-term drinking water source,” the agency said.

Gov. Tim Walz has asked that $12 million be included in a bonding bill to bring city water to homes in the affected area and seal impacted wells. There would be no cost to homeowners to hook into the city water system under the plan.

“We are working with the MPCA to bring water to the area,” said Andover City Administrator Jim Dickinson. “We are trying to get this thing solved.”

The neighborhood is on the city sewer system, but is not on the water system because homes were built before it was available in the area, Dickinson said.

Homes to the west of Quinn Street and north of 139th Avenue did not have chemical levels that exceeded Health Department guidelines. Wells at those properties will be tested once or twice this year. Homes in what is defined as the “Monitoring Area” will not be hooked up to city water.

The MPCA is continuing to try to identify the source of the contamination, spokesman Matt Croaston said.

Red Oaks is near the Waste Disposal Engineering Landfill. In 2019, Gov. Tim Walz declared the defunct landfill, now managed by the MPCA, one of the most toxic sites in the state. More than 6,600 barrels of hazardous waste were disposed of there in the 1970s. The 2019 bonding bill included $10 million to begin cleaning it up.

The MPCA said it will continue to monitor wells at the closed landfill as part of the ongoing groundwater investigation and try to determine if the landfill is contributing to the contamination. The agency is also studying other possible sources given that higher levels of contamination were found at properties farther away from the landfill than those that border it, which is unusual.

“Therefore, additional investigation is needed to establish the source of the Red Oaks’ contamination as well as the nature and extent of the contamination,” the agency wrote in a January report.

Georgia Smies selected to join Board

HELENA — Appointed members of the Flathead Reservation Water Management Board selected Georgia Smies to serve as the fifth board member on February 2, 2022, during the second meeting of the Board. The Secretary of the Interior will select a sixth, ex officio member, which will complete the board selection process. 

“I consider this a great honor to serve on the board. My career has evolved around the study of our natural resources, and I expect to draw on that lifetime of work to carry out my responsibilities,” Smies said. “Like so many others I have watched the evolution of the water compact and I’m excited and feeling blessed to work with a very talented team.”

Smies is an aquatic biologist and educator who previously worked as a water quality specialist. She is currently a wildlife and fisheries instructor at Salish Kootenai College.

The Board meets next on Feb. 10, with the focus on hiring an engineer who will head an office to accept and process requests related to water use on the Flathead Indian Reservation. The engineer’s office will evaluate requests and present to the board with recommendations.

Four board members were previously appointed, including Roger Noble, Kenneth Pitt, Clayton Matt and Teresa Wall-McDonald. The Board is the exclusive regulatory body for water rights administration on the Flathead Reservation, including the issuance of new water rights, changes to existing and future rights, and enforcement of water rights. 

Pursuant to the CSKT-MT Water Compact (MCA 85-20-1901) and the accompanying Unitary Administration and Management Ordinance (MCA 85-20-1902 and CSKT Ordinance 111-A), the Board is comprised of two members appointed by the Montana Governor; two members appointed by the CSKT Tribal Council; and the four appointed members will select a fifth member. The Secretary of the Interior selects a sixth, ex officio member.

Board meetings are held in partnership between the Montana Department of Natural Resources and Conservation and the Confederated Salish and Kootenai Tribes of the Flathead Reservation.

Recordings of meetings and notice of future Board meetings will be posted on the DNRC Compact Implementation Program and CSKT Water Rights websites.

Jajpur: Odisha Mineral Bearing Areas Development Corporation (OMBADC) has funded 20 mega projects in six districts in the state. However, those have failed to provide drinking water to the residents in Angul, Mayurbhanj, Koraput, Sundargarh, Keonjhar and Jajpur.

According to a source, the mega projects are still underway since 2018, the constructions of which were started in phases. A total of Rs 4,423.37 crore was sanctioned for the purpose and funds to the tune of Rs 3,100.59 crore were provided by January 31 this year. Out of the provided funds, Rs 2,691.38 crore (coming to nearly 87 per cent) have already been spent in the 20 mega projects, the source added.

Allegedly, contracts for the construction were awarded to non-Odisha based firms namely Nagarjun Construction Company (NCC), Larsen and Toubro (L&T) Limited, Voltas and Megha Engineering and Infrastructure Limited (MEIL) and little progress has been made.

It is pertinent to mention, Supreme Court had earlier ordered the state government in 2017 to collect penalties to the tune of Rs 18,000 crore from the leaseholders who had conducted illegal mining in these six districts. OMBADC was formed with the fund for development.

It was then decided to spend the available funds with OMBADC in seven different sectors for development of the mineral bearing areas. Those sectors include drinking water supply, education (training and skill development), healthcare (including Anganwadi centres), lives and livelihoods, rural connectivity, environmental safety and pollution control, water conservation and recharging of the groundwater. The apex court had also instructed that all expenses must have requisite approval from the Board of Directors and oversight authorities.

Iron and total coliform (TC) as well as faecal coliform (FC) levels in the groundwater in mineral bearing areas of the six districts are much more than approved by the government and hence are not usable. This was confirmed after a testing of groundwater samples collected by Odisha State Pollution Control Board (SPCB) from Kaliapani, TISCO locality, Saruabila and Kamardha areas in Jajpur in 2018.

It is said that, hundreds of residents in these six districts suffer from kidney-related ailments and, even at times, die in the process.

Recently, the Engineer-in-Chief of Rural Water Supply and Sanitation (RWSS) has issued a circular to executive engineers concerned instructing them to expedite the 20 mega drinking water projects.

Water-focused nominees sought

The Conservation Learning Group is seeking nominations for the New Voices in Water Quality in Iowa awards program. CLG is a think tank at Iowa State University dedicated to addressing conservation and environmental challenges.

Jacqueline Comito, CLG program director, notes: “There has been tremendous growth in action and interest in the area of water quality over the past 10 years, and CLG is looking to encourage those new voices in the conversations to continue — or increase — their efforts through this recognition.”

She adds that Iowans from many backgrounds and age groups have entered the water quality conversation and invested time and effort.

Nominees must be Iowa residents who will be at least 18 years old by April 15, and been actively working (paid or volunteer) in the water quality field between 2012 and 2022 (with the earliest actions no later than 2019). They should also have participated in outreach and education during this period. Nominations close at 5 p.m. Central time April 15.

Nominations should indicate how the nominee has furthered water quality advocacy in one of the following broad categories:

• Water quality research
• Water quality in public policy and government
• Youth and/or community water education
• Water quality and wildlife
• Urban water conservation

Nominations must be submitted in the form of letters from two individuals detailing the impact a nominee has made on water quality improvement. Nomination letters should highlight the nominee’s creativity, innovation, demonstrated knowledge, sense of community and future potential in advancing water quality initiatives.

Crop program elections for 2022

Crop farmers have until March 15 to make their annual election for Price Loss Coverage or Agriculture Risk Coverage at the individual or county levels. These are programs initiated in the 2018 Farm Bill.

This annual decision impacts the 2022 crop year. Similar annual decisions for the 2023 crop year will coincide with the final year of the bill.

To help Iowans understand their 2022 options, ISU Extension and Outreach is holding a variety of meetings with support from USDA’s Farm Service Agency. “The key decision is between Price Loss Coverage and Agriculture Risk Coverage [county or individual],” says Gary Wright, farm management specialist with ISU Extension and Outreach. “A farmer’s choices will depend on the type of operation, where located and their price outlook.”

Wright explained that PLC payments are triggered when the marketing year average price falls below the reference prices of $3.70 per bushel for corn and $8.40 per bushel for soybeans, while ARC-County payments are triggered when actual county revenue for the crop is less than the guarantee. Wright says current USDA price projections for 2022 are $4.80 per bushel for corn and $10.50 per bushel for soybeans.

Bringing clean water and lasting hope to three schools in Oddusuddan in the Mullaitivu District, Central Industries recently initiated a pure drinking water project, with the assistance of Sri Lanka Army 64th Division that was handed over officially to the schools, assuring year-round access to clean drinking water. 

The resources and required funding was provided by National PVC with the labour support provided by the troops of 14 Sri Lanka Sinha Regiment, 23 Vijayabahu Infantry Regiment and 17th (Volunteer) Gajaba Regiment under command to 641 and 642 Brigades.

The initiative will help in fighting waterborne diseases and other health issues arising from contaminated water. Additionally, it will give new avenues for better hygiene due to the significance of handwashing, which is essential in preventing the spread of coronavirus.

This occasion was patronized by Major General UGR Weerakoon General Officer Commanding 64th Division as well as the Marketing Manager of National PVC Dealer Network Sapumal Herath together with Sales Manager, Group Brand Manager, Area Sales Manager, distributor in area, and other key officers, 642 Brigade, officers, other ranks, principals, teachers, and students.

HONOLULU (KHON2) — On Thursday, the Board of Water Supply (BWS) said it is extremely disappointed with the U.S. Navy’s decision to appeal the Department of Health’s (DOH) emergency order in federal and state court.

While there is still a need to flush out the contaminated water at the Navy’s Red Hill Shaft for Hawaii families to have safe drinking water, there is still a legal matter that needs to be addressed.

The Navy filed an appeal on Wednesday, Feb. 2 and Dr. Kathleen Hicks, deputy secretary of the U.S. Department of Defense released a statement explained why the Navy thought it was necessary.

This will afford us time to make evidence-based and transparent decisions,” Hicks said. “Despite these legal process requirements, we hope to collaborate with the State of Hawaii in a way that would allow the parties the time and space needed to reach solutions together.”

BWS called the Navy out on its actions in Thursday’s recent statement.

“After repeatedly assuring legislators, regulators and the public that it would comply with the emergency order and defuel the tanks, the Navy’s decision to appeal underscores the reality that the Navy and Department of Defense gives priority to storing fuel above a drinking water aquifer rather than the health and safety of the people of Oahu,” BWS said.

For now, BWS said it is reviewing the appeals and cannot comment further on this ongoing legal matter.

THE water supply in Abbeyleix will be removed from the ‘at risk’ list, after an extensive upgrade.

The announcement by Irish Water today is good news for about 1,800 householders in the town and surrounding areas.

Traces of the Cyptosporidium parasite were found in the Abbeyleix drinking water supply in 2019, when it was placed on a Remedial Action List by the Environmental Protection Agency (EPA).

The microscopic parasite can cause the diarrhoeal disease known as Cryptosporidiosis or ‘Crypto’. In most healthy people, the infection causes a bout of watery diarrhoea that usually goes away within a week or two. However, in rare cases, it can be life-threatening for people with a compromised immune system.

Irish Water said today that the Abbeyleix supply is deemed up to standard, following extensive investment and upgrade works by the utility and Laois County Council.

The project included installation of new ultraviolet disinfection units and an upgrade of the chlorination system, providing a treatment barrier for Cryptosporidium.

As a result, the EPA has agreed to remove Abbeyleix from its Remedial Action List (RAL), which identifies drinking water supplies that are at risk of failing to consistently supply safe, clean drinking water.

Irish Water said in a statement: “The Abbeyleix supply has been approved for removal by the EPA, following extensive investment and upgrade works by Irish Water, working in partnership with Laois County Council.

“Works included installation of new ultraviolet (UV) disinfection units and an upgrade of the existing chlorination system, improving drinking water quality and compliance with water treatment standards.

“These works provide a fully validated treatment barrier for Cryptosporidium, which was the main risk associated with the supply while it was on the RAL. Completion of these works has not only ensured the removal of Abbeyleix water supply from the EPA’s RAL, it has also safeguarded the water supply, ensuring the delivery of safe, clean drinking water to homes and businesses in Abbeyleix and surrounding areas.”

According to Irish Water, listing of a supply on the RAL does not mean the water is unsafe to drink. The statement said: “In fact, over 99.7% of supplies remain safe to drink and do not present any risk to health.

“Where drinking water quality deficiencies are found due to Irish Water’s improved testing and sampling regime, a Boil Water Notice or Do Not Consume notice may be issued to protect public health.”

Disasters such as the aftermath of the February 2021 ice storm that left millions of Texans without running water lay bare the urgent need for updated utility infrastructure across the US. This would involve repairing and replacing hundreds of thousands of miles of water piping — but what should be used in their place?

The dangers of weak-water infrastructure in North America were seen clearly
in February
2021,
when a major ice storm and freezing temperatures led to a partial failure of the
electricity and water supply grids in Texas. The storm led to 210
deaths;
and millions were without power for days in freezing temperatures that burst
water pipes, froze wells and shut down water treatment plants across the
state.
Roughly 13 million
Texans
were told to boil water for safety reasons after the storm; but residents of
rural towns such as Aspermont, Carey and Northfield were left
without running water after the aging metal and cast iron pipes burst.

When drinking water was cut off to these Texas cities,
Dow worked with local municipalities, businesses

Making water networks work

Extreme weather events, like the now-infamous winter storm that froze parts of
Texas, have forced us to reckon with how fragile and aged our infrastructure is
in the face of dramatic temperature swings. The EPA
estimates
that 10 percent of homes in the US have leaks that may waste 90 gallons or more
of water per day. A November 2021 Houston Chronicle
story
noted that the 311 Houston Service Helpline received approximately “25,660
reports of water leaks between January and October of 2021. This was up from
just over 19,000 in the same period last year.”

Many of these leaks were due to decades-old infrastructure made of materials
such as steel, cast iron, ductile iron, copper, lead, asbestos cement and
reinforced concrete pipes that are now reaching the end of their design life.
Originally intended to last 20 to 50+
years,
these networks are unable to operate reliably under increasingly harsh
conditions. What’s more, the American Civil Society of Engineers issues
“America’s Infrastructure Report Card”
every four years — and 2021’s GPA is a C-.

The city of Aspermont’s single water supply line before the storm was a
50-year-old, eight-inch steel piping system. 1,500 feet of the transmission line
froze solid during the storm. Carey and Northfield had a 14-inch cast-iron pipe
dating back to the 1930s, which suffered a catastrophic circular failure. Cases
like these are seen across the US, adding up to hundreds of thousands of miles
of water piping that need to be repaired and replaced — but what should be used
in their place?

Dell Doyle, PhD, is a Technical Service & Development (TS&D) Scientist at Dow — where his research focuses on oil and gas pipe, hydrocarbon permeation/absorption, chlorine resistance, and high-temperature polyethylene piping systems. He is a leader in the pipe industry, serving on the board of directors for both the Plastics Pipe Institute (PPI) and the South Texas section of the Society of Plastics Engineers (SPE). Dell is also chairman of PPI’s Energy Piping System Division and serves on several standards committees at ASTM International, American Petroleum Institute, Canadian Standards Association, National Sanitation Foundation, and PPI. Dell holds a PhD in organic chemistry from Rice University and a Bachelor of Science in chemistry from Midwestern State University.
