SPRINGFIELD — A Canton-based company is in the process of renovating a commercial building in Springfield Township through a partnership with the Development Finance Authority of Summit County.
The new Peoples Services Inc. facility at 365 Munroe Falls Road is one of the latest efforts to expand the Akron-Summit County Energy Special Improvement District (ESID) in Summit County, according to Jason Dodson, with Roetzel & Andress and representing the ESID, at the April 14 Springfield Township Board of Trustees meeting.
According to the Summit County website, the ESID allows property owners to take advantage of the Property Assessed Clean Energy financing program, which can provide financing for significant building upgrades resulting in better indoor air quality, improved tenant comfort and reduced energy costs for owners and their tenants. The program allows the property owner to repay the energy-efficiency improvements through a special assessment placed on the property.
According to its website, Peoples Services is a network of third-party logistics companies with over 7.5 million square feet of public and contract warehouse space in 45 facilities.
Dodson said Peoples Services would make $3 million in energy-efficient improvements to the former Reiter Dairy building and remodel and expand the building.
“This is cold storage, which we do not have a lot of locally,” Dodson said, adding that the energy improvements would be related to items such as freezers, lighting, roofing, doors and windows. He said the project is about 50 percent completed, and the special assessment agreement states these costs, as well as consulting and legal costs related to the project, would be paid entirely by the property owner over time with no cost to the township.
Dodson said when the expansion is completed the business will bring additional revenue to the township and Springfield Local Schools.
Trustees approved the special assessments agreement for the energy improvements at the property.
Trustees also approved:
• the employment of two full-time firemedic trainees;
• an expenditure of $23,000 in American Rescue Plan Act funds for networking infrastructure upgrades in township buildings; and
• payments of $4,006 to Summit County Public Health for annual stormwater service fees; $2,682 for legal fees related to zoning code enforcement; $1,560 for two security cameras at the police and fire departments; $1,649 for repairs to a dry sprinkler system; $5,981 for a state infrastructure bank loan related to aesthetic improvements to the Canton Road improvement project; $88,332 for quarterly dispatching fees to Southwest Summit Communications; $10,660 for police and fire department records management and report-generating software; $2,998 to Lexipol LLC for grant-writing services related to a $52,000 grant application for police body cameras; $1,524 to service a compressor in the fire department; $1,800 for four sets of firefighter boots; $6,288 for eight new mattresses for the fire department; and $4,470 for lighting fixture improvements reimbursable through a Northeast Ohio Public Energy Council grant.
